Die Namen der von Baschar al-Assads Regime in Gefängnissen und Kerkern Gefolterten sind in Blut geschrieben.  Die BAFTA-Award-nominierte Dokumentation "Syria's Disappeared - the Case Against Assad" von Sara Afshar (freie iranisch-britische Journalistin und Regisseurin, ehem. Berichte von Human Rights Watch und Amnesty International stimmen darin mit den Zeugenaussagen ehemaliger syrischer Gefangener vor dem UN-Menschenrechtsrat im Jahr 2017 überein, dass Folter in Syrien systematisch betrieben wird. Der Hohe Kommissar der Vereinten Nationen für Menschenrechte, Seid al-Hussein, bezeichnete Syrien als "Folterkammer", einen "Ort des brutalen Horrors und des absoluten Unrechts." Folterpraktiken gegen Zivilist*innen verstoßen nicht "nur" gegen das allgemein und absolut gültige Folterverbot, sondern stellen auch Kriegsverbrechen und Verbrechen gegen die Menschlichkeit dar. Der Internationale Strafgerichtshof könnte - wegen der fehlenden Ratifikation seines Statuts durch Syrien - nur durch den UN-Sicherheitsrat ermächtigt werden, Syriens Folterer zur Verantwortung zu ziehen. Dies ist bislang nicht geschehen, weshalb in den letzten Jahren immer wieder ehemalige syrische Gefangene und Folteropfer Anträge auf Strafverfolgung der Verantwortlichen bei Behörden europäischer Staaten stellten, so auch in Österreich. Um die aktuelle Situation und die Möglichkeit der universellen Jurisdiktion (Universal Jurisdiction) im Falle Syriens zu diskutieren, begrüßt das UNI-ETC Mag.a Sabrina Wittmann-Puri, LLM (Lawyer am Europäischen Gerichtshof für Menschenrechte), Dr. Maximilian Lakitsch (Konflikt- und Friedensforscher, Institut für Rechtswissenschaftliche Grundlagen, Uni Graz) und Dr. Christian Pippan (Völkerrechtler, Institut für Völkerrecht und Internationale Beziehungen, Uni Graz).
