Die allgemeine regelmäßige Überprüfung (Englisch: „Universal Periodic Review (UPR)“) des UN-Menschenrechtsrats dient seit 2007/2008 der Analyse und Verbesserung der Menschenrechtssituationen in allen 193 UN-Staaten. Um Studierenden dieses durchaus komplexe Verfahren näherzubringen, veranstaltet das Menschenrechtszentrum Antonia Papisca der Universität Padua seit 2018 eine UPR-Simulation. Dabei schlüpfen Teilnehmer*innen in die Rollen von Vertreter*innen von Staaten, nationalen Menschenrechtsinstitutionen (NHRIs) und Nichtregierungsorganisationen (NGOs). Sie bereiten schriftliche Beiträge vor, diskutieren in Plenarsitzungen, stellen Nachfragen, sprechen Empfehlungen aus und erarbeiten gemeinsam – eben wie in der Realität – Abschlussberichte. Das UNI-ETC bietet eine begleitende Lehrveranstaltung an.
In der diesjährigen UPR-Simulation repräsentierte das Team der Karl-Franzens-Universität, bestehend aus den Jus- bzw. Global-Studies-Studierenden Hanna Krenn, Katharina Freller, Florentina Raith, Anita Islam, Shengjile Imbraimi, Lea Kammler und Jennifer Möhrke, die Republik Südafrika und die Südafrikanische Menschenrechtskommission (SAHRC). Teams anderer Universitäten vertraten die Staaten Pakistan, Indien, Marokko, das Vereinigte Königreich und Argentinien sowie die Organisationen Unrepresented Nations and Peoples Organization, Freedom House, Save the Children, Center for Reproductive Rights, Greenpeace und Oxfam.
Direkt mit dem Start des Wintersemesters begann für das Grazer Team eine intensive Vorbereitung. In Lehrveranstaltungseinheiten, aber auch in Online-Sessions mit dem Sekretariat der Padua Model UPR und Expert*innen wurde der Ablauf der UPR, aber auch der Simulation selbst erarbeitet. Das unlängst publizierte Model UPR Handbook der Universität Padova diente dafür als Grundlage. Darüber hinaus waren in Text-, aber auch in Videostudien weitere Fragen zu klären: Wie gestaltet sich die Menschenrechtssituation in Südafrika? Auf welche diplomatischen Spezifika ist in den Beziehungen zu den übrigen teilnehmenden Staaten zu achten? Wie verhalten sich die Diplomat*innen der Republik Südafrika im echten UPR-Verfahren, und wie jene der SAHRC?
Während arbeitsreicher Tage vom 23. bis zum 26. November 2021 rief das Grazer Team in der pandemiebedingt online durchgeführten Simulation das erworbene Wissen effektiv und zielgenau ab. Von vier für das Team möglichen Auszeichnungen konnten drei erobert werden, nämlich jene für den Best Recommending State, die Best NHRI Delegation, und das Best Performing Team According to the Participants. Bewertet wurden die Studierenden dabei vom Sekretariat der Padua Model UPR, aber auch von externen Expert*innen der NGO UPR Info sowie des Büros des UN-Hochkommissariats für Menschenrechte, bei letzterem Preis basisdemokratisch von allen teilnehmenden Studierenden. Teil dieser Awards ist eine Exkursion zur realen UPR-Überprüfung in Genf, zu der die Universität Padova im März 2022 einlädt.

Student team of the University of Graz excels at UN simulation
Since 2007/2008, the Universal Periodic Review (UPR) of the UN Human Rights Council has served to analyse and improve the human rights situations in all 193 UN member States. In order to give students an understanding of this quite complex procedure, the Human Rights Centre Antonia Papisca of the University of Padova has been organizing a UPR simulation since 2018. Participants take on the roles of representatives of States, National Human Rights Institutions (NHRIs) and Non-Governmental Organizations (NGOs). They prepare written contributions, discuss in plenary sessions, ask questions, make recommendations, and jointly prepare final reports - just like in reality. The UNI-ETC offers an accompanying university course.
In this year's UPR simulation, the team of the University of Graz, consisting of law/global studies students Hanna Krenn, Katharina Freller, Florentina Raith, Anita Islam, Shengjile Imbraimi, Lea Kammler, and Jennifer Möhrke, represented the Republic of South Africa and the South African Human Rights Commission (SAHRC). Teams from other universities represented the countries of Pakistan, India, Morocco, the United Kingdom and Argentina, as well as the organizations Unrepresented Nations and Peoples Organization, Freedom House, Save the Children, Center for Reproductive Rights, Greenpeace, and Oxfam.
Right at the start of the winter semester, an intensive preparation process began for the Graz team. Within the university course, but also in online sessions with the Secretariat of the Padova Model UPR as well as with experts in the field, the process of the UPR, but also the simulation itself was elaborated. Herein, the recently published Model UPR Handbook of the University of Padova served as a basis. In addition, further questions were to be clarified in text and video studies: What is the human rights situation in South Africa? Which diplomatic specifics should be considered in the relations with the other participating states? How do the diplomats of the Republic of South Africa behave in the real UPR process, and how do those of the SAHRC?
During busy days from 23 to 26 November 2021, the Graz team effectively and accurately applied the acquired knowledge in the simulation, which was held online due to the pandemic. Out of four possible awards for the team, three could be conquered, namely those for the Best Recommending State, the Best NHRI Delegation, and the Best Performing Team According to the Participants. The students were evaluated by the Secretariat of the Padova Model UPR, but also by external experts from the NGO UPR Info and the Office of the UN High Commissioner for Human Rights, in the case of the latter award by all participating students. Part of these achievements is an excursion to the real UPR review in Geneva, to which the University of Padova invites all award winners in March 2022.
