Mit Beschluss des Parlaments vom 8. Juli 2020 zum Staatsvertrag zwischen der UNESCO und der Republik Österreich wurde der letzte Baustein zur Gründung des Internationalen Zentrums zur Förderung der Menschenrechte in Gemeinden und Regionen (International Centre for the Promotion of Human Rights at the Local and Regional Levels under the auspices of UNESCO) in Graz gelegt. Das mit der Universität Graz durch eine Kooperationsvereinbarung verbundene Zentrum, das aus dem Europäischen Trainings- und Forschungszentrums für Menschenrechte und Demokratie (ETC) hervorgeht, wird sich der Förderung der Menschenrechte auf lokaler und regionaler Ebene widmen.

Als weltweit zweites UNESCO Kategorie II Zentrum (neben Buenos Aires) stützt es sich dabei auf eine zwanzigjährige Erfahrung in der Menschenrechtsstadt Graz und ein vielfältiges Netzwerk aus Menschenrechtsstädten (wie die Europäische Städtekoalition gegen Rassismus), zivilgesellschaftlichen Organisationen und wissenschaftlichen PartnerInnen. Das Zentrum kooperiert eng mit dem an der Rechtswissenschaftlichen Fakultät der Universität Graz angesiedelten UNESCO Chair in Human Rights and Human Security sowie mit der EU Grundrechteagentur und dem UN Hochkommissariat für Menschenrechte. Ziel ist dabei die Verknüpfung der globalen Agenda 2030 und der New Urban Agenda der Vereinten Nationen mit der lokalen Ebene, um die praktische Umsetzung der Menschenrechte zu fördern und den internationalen Wissensaustausch zu lokalen und regionalen Fragen der Menschenrechte gestaltend zu begleiten. Besonderes Augenmerk liegt auf der Umsetzung von Ziel 11 der Sustainable Development Goals (SDGs) - der Stärkung von resilienten, sicheren, nachhaltigen und menschenrechtsfreundlichen Städten. Das Zentrum versteht sich dabei als Clearing House und Moderator globaler Projekte und Prozesse zur Verwirklichung der Menschenrechte in Städten und Kommunen. In Zusammenarbeit mit UNESCO werden weltweit Projekte zu Forschung, Politikberatung und Kapazitätsaufbau zur Menschenrechtsbildung und -umsetzung durchgeführt, etwa mit dem Netzwerk arabischer Menschenrechtsstädte und der African Local Government Academy.

Für die Universität Graz ist die Kooperation mit dem UNESCO Zentrum Ausdruck gesellschaftlichen Engagements in der Menschenrechtsstadt Graz sowie des Bemühens um die Umsetzung der Nachhaltigkeitsziele der Vereinten Nationen und eröffnet neue Möglichkeiten zur internationalen und multidisziplinären wissenschaftlichen Zusammenarbeit in der Realisierung der Menschenrechte und der Agenda 2030 auf der lokalen und regionalen Ebene.

The decision of the National Parliament of 8 July 2020 on the state contract between UNESCO and the Republic of Austria was the last foundation stone for the establishment of the International Centre for the Promotion of Human Rights at the Local and Regional Levels under the auspices of UNESCO in Graz. The Centre, which is dedicated to fostering human rights at the local and regional levels, is hosted by the European Training and Research Centre for Human Rights and Democracy (ETC) and is connected to the University of Graz by means of a cooperation agreement.

As the second UNESCO Category II Centre worldwide (besides Buenos Aires), the Centre builds on 20 years of expertise in the Human Rights City of Graz as well as on a vast network of Human Rights Cities (including the European Cities Coalition Against Racism, ECCAR), civil society organisations, and academic partners. The Centre cooperates closely with the UNESCO Chair in Human Rights and Human Security located at the Faculty of Law at the University of Graz. Furthermore, it has close ties with the European Union Fundamental Rights Agency (FRA) and the UN High Commissioner for Human Rights (OHCHR). The goal is to link the global Agenda 2030 and the United Nations’ New Urban Agenda to the local level in order to foster the practical implementation of human rights, as well as to support and shape the international exchange of knowledge on local and regional human rights questions. Particular focus is put on the realisation of Sustainable Development Goal 11 which aims at the strengthening of resilient, safe, sustainable and human rights-friendly cities. The Centre acts as Clearing House and moderator of global projects and processes to realise human rights in cities and municipalities. In cooperation with UNESCO, the Centre conducts global research, policy consulting as well as capacity-building projects in relation to human rights education and implementation, for example with the Network of Arab Human Rights Cities and the African Local Government Academy.

The University of Graz considers its cooperation with the UNESCO Centre as an expression of the university’s societal engagement in the Human Rights City of Graz, as well as its efforts for realising the UN’s Sustainable Development Goals.  It opens new doors for international and multi-disciplinary academic cooperation on the implementation of human rights and the Agenda 2030 at the local and regional levels.
